Headquarters Integrated Defence Staff (HQ IDS) announced on X on 26 October 2026 that it had signed a memorandum of understanding with the Indian AI company Sarvam to collaborate on AI applications, research, knowledge management, training and decision support across the Indian Army, Navy and Air Force. Sarvam published its own account on 27 October. The details below come from Sarvam’s announcement unless stated otherwise.

On 28 October the company added a clarification that the agreement was executed with HQ IDS, an organisation under the Ministry of Defence, after some reports described it as signed with the ministry itself.

According to Sarvam, the memorandum sets up an umbrella framework for AI projects across the three services, and it will design, develop and deploy AI applications for their operational, training and decision-support needs and provide follow-on support. It says the services and joint organisations will have access to the same foundation models, agentic infrastructure and geospatial and perception systems. Sarvam lists decision support, target acquisition and data fusion as the focus areas, and says human oversight is retained on operational decisions.

The work will be done by Chanakya, which Sarvam describes as its firewalled national security division, using models including Sarvam 105B. Sarvam’s announcement gives no value or duration; several Indian outlets report a five-year term without naming a source.

Why it mattersIf the framework works as Sarvam describes, the three services would build on shared foundation models and infrastructure from a domestic supplier, though neither side has published the agreement's financial terms.
